Once a respected center of martial arts, the Shaolin Institute in Twin Dragon Town now watches helplessly as the ruthless Bear Tiu and his sister, Black Butterfly, seize control of the town through opium smuggling and arms trafficking. With the aging Tiger Yeung unable to stop them, hope arrives in the form of Jaguar Kong, a former Shaolin student and provincial police inspector assigned to bring Bear to justice.
