The victim is Dr. Sheshagiri Rao, a brilliant scientist believed dead for two years, who reveals he was forced to develop a mind control serum for the Government's mass mind control program. The truth is terrifying, officials plan to secretly administer this serum to create a compliant population, all under the guise of a public health initiative.
