Spring 1919. All routes to Baku oil are blocked. S.M. Kirov, a member of the Revolutionary Military Council of the 11th Army, instructs Georgy Atarbekov, chairman of the Astrakhan Cheka, to establish contact with the Dagestani Revolutionary Committee, purchase gasoline, and smuggle fuel. According to Atarbekov's plan, propaganda brigade actors Armen and Anush are sent to the port of Petrovsk with the documents of the detained Persian businessman Makhmedi and his wife.
